Inalum is waiting for the settlement of negotiations between the government and Freeport Indonesia
PT Indonesia Asahan Aluminum (Inalum) 's 51.2% share ownership in PT Freeport Indonesia is still hampered by several negotiation points that have not yet been completed to date. In fact, Inaliun has just pocketed US $ 4 billion in global bond issuance funds to fund the purchase of shares worth US $ 3.85 billion. Inalum's global bond is listed on Singapore Exchange Ltd (SGX).

Budi Gunadi Sadikin, Director of Inalum, said that the proceeds from the sale of global bonds had already entered the company's account. So, Inalum is ready at any time to make payments on the shares of Freeport Indonesia.
"We are ready, cmytime," said Budi.
However, currently Inalum is still waiting for the completion of administrative and licensing matters between Freeport Indonesia and the government. Namely, the issue of issuing Special Mining Business Permits (IUPK) by the Ministry of Energy and Mineral Resources (ESDM) as well as environmental obligations with the Ministry of Environment and Forestry (KLHK).
In addition, Inalum also has to wait for the completion of administrative requirements from Freeport-McMoRan Inc. as the parent of Freeport Indonesia. Completeness is in the form of anti-trust filing in five countries: China, Indonesia, Japan, the Philippines and South Korea. Budi hopes that all these matters can be completed according to the target, before closing in 2018.
"Freeport must settle their affairs (with relevant ministries). It seems like there are still discussions, if it's finished, we pay, "he said.
Still negotiating
However, Riza Pratama, Freeport Indonesia's Spokesperson, expressly stated that the negotiation settlement was not only through the control of the 51, 2% share divestment.
"Everything was settled in one agreement," said Riza
Other points in an agreement that Riza intends are the obligation to develop mineral processing and refining facilities (smelters), the continuity of operations until 2041, investment stability, and increased state revenues.
"We are still negotiating," he said.
Bambang Gatot Ariyono, Director General of Mineral and Coal at the Ministry of Energy and Mineral Resources, gave a lot of comments about the government's negotiation process with the US mining producer.
"Hopefully it can be quickly published (IUPK)," he said.

Penguasaan saham 51,2% milik PT Freeport Indonesia oleh PT Indonesia Asahan Aluminium (Inalum) masih terganjal beberapa poin negosiasi yang belum juga rampung sampai saat ini. Padahal, Inaliun baru saja mengantongi dana hasil penerbitan global bond US$ 4 miliar untuk mendanai pembelian saham senilai US$ 3,85 miliar itu. Global bond Inalum ini tercatat di Singapore Exchange Ltd (SGX).
Budi Gunadi Sadikin, Direktur Utama Inalum, mengungkapkan, dana hasil penjualan obligasi global itu sudah masuk ke rekening perusahaannya. Sehingga, Inalum siap kapan saja untuk melakukan pembayaran divesuasi saham Freeport Indonesia.
“Kami sudah siap, anytime,” tegas Budi.
Hanya saja, saat ini Inalum masih menunggu penyelesaian urusan administrasi dan perizinan antara Freeport lndonesia dengan pemerintah. Yakni, soal penerbitan Izin Usaha Pertambangan Khusus (IUPK) oleh Kementerian Energi dan Sumber Daya Mineral (ESDM) serta kewajiban lingkungan dengan Kementerian Lingkungan Hidup dan Kehutanan (KLHK).
Selain itu, Inalum juga harus menunggu penyelesaian kelengkapan administrasi dari Freeport-McMoRan Inc. sebagai induk Freeport Indonesia. Kelengkapan itu berupa pelaporan persaingan usaha (Anti trust filing) di lima negara: China, Indonesia, Jepang, Filipina, dan Korea Selatan. Budi berharap, semua urusan tersebut bisa selesai sesuai target, yakni sebelum tutup tahun 2018.
“Freeport harus menyelesaikan urusan mereka (dengan kementerian terkait). Kayaknya masih ada diskusi, kalau sudah selesai, kami bayar,” kata dia.
Masih negosiasi
Namun, Riza Pratama, Juru Bicara Freeport Indonesia, dengan tegas menyatakan, penyelesaian negosiasi tidak hanya lewat penguasaan divestasi saham 51,2%.
"Semuanya diselesaikan dalam satu kesepakatan," ujar Riza
Poin-poin lain dalam satu kesepakatan yang Riza maksud adalah kewajiban pembangunan fasilitas pengolahan dan pemurnian mineral (smelter), keberlangsungan operasi sampai tahun 2041, stabilitas investasi, dan peningkatan penerimaan negara.
"Kami masih bernegosiasi," ucap dia.
Bambang Gatot Ariyono, Direktur Jenderal Mineral dan Batubura Kementerian ESDM, engan memberikan banyak komentar soal proses negosiasi pemerintah dengan produsen tambang dari Amerika Serikat tersebut.
"Semoga bisa cepat diterbitkan (IUPK)," katanya.
