Freeport Wants To Add Quota Concentrate

PT Freeport Indonesia plans to apply for an additional quota of copper concentrate export along with the realization of higher production than the initial projection.

The copper concentrate export quota obtained by Freeport Indonesia in February 2019 was only 198,282 tons. The quota was far lower than the previous year which reached 1.25 million tons. Freeport Indonesia's copper concentrate production is expected to drop dramatically this year along with the transition from mining to open-pit mining to underground mining.

Freeport-McMoRan Inc.'s Executive Vice President & Chief Financial Officer Kathleen L. Quirk said that the decline in copper ore production from Grasberg was previously estimated. However, Kathleen said, Freeport believed that concentrate production for exports could be higher than the quota given to the mining company from the United States.

"So, we will submit a request for an [export quota] renewal, said Kathleen in the I / 2019 quarter teleconference, recently.

Kathleen explained that the additional quota was indeed not too significant. However, it wants to get certainty of space for exports because there is a possibility that copper concentrate production from open pit can be higher and initial projections.

"I think about 40,000 tons of concentrate. This is indeed not significant when compared to the capacity of our smelter, "said Kathleen.

Richard C. Adkerson

Chief Executive Officer Richard C. Adkerson said that Freeport Indonesia's production would go down in the year. However, in line with the operation of underground mines, specifically the Grasberg Block Cave and Deep MLZ, mineral ore production will return to high starting in 2021. 

Grasberg Block Cave

     Freeport targets ore mined in Grasberg Block Cave can reach 130,000 tons per day starting in 2023. Meanwhile, Deep MLZ is expected to be able to reach a production level of 80,000 tons per day starting in 2022.

"We are on the right track to have sustainable production and these mines so that we can supply our processing plants to more than 200,000 tons per day," he said.

      Meanwhile, Director General of Mineral and Coal Ministry of Energy and Mineral Resources (ESDM) Bambang Gatot Ariyono said that the application for the addition of export quota is possible as long as it is in accordance with the capacity of smelters that have been owned or are being built. 

     Related to this, Freeport Indonesia is building an additional smelter with a capacity of 2 million tons of concentrate per year in addition to smelters that have operated with a capacity of 1 million tons of concentrate per year.

"Rule [copper concentrate export quota submission] is in accordance with capacity only. "If Freeport builds a large [smelter] it can be given a large amount too," he said.

However, Bambang claimed that he had not yet received the submission of an additional export quota from PT Freeport Indonesia.

PRODUCTION

Based on Freeport-McMoRan's I / 2019 quarterly report, the copper production of the company operating in Papua only reached 145 million pounds. The amount fell 53.38% compared to copper production in the same period last year of 311 million pounds. 

      In direct proportion to production, Freeport Indonesia's copper sales also dropped dramatically. In quarter I / 2019, Freeport Indonesia's copper sales were only 174 million pounds or down 4S, 45% compared to sales in the same period last year of 319 million pounds.

Similar results also occur for gold commodities. Freeport Indonesia's gold production in the first quarter of 2019 was 162,000 ounces, down 72.77% from the realization of the same period last year of 595,000 ounces.

Freeport's gold sales also fell significantly by 61, 03% from 603,000 ounces to 235,000 ounces. In early April 2019, Freeport-McMoRan Inc. stated that the company does not plan to increase dividends, acquisitions and repayment of debt for the next 2 years because it focuses on developing the Grasberg underground mine in Indonesia.

This confirms that Freeport wants to maintain its operations in Indonesia as one of the company's mainstays in complex jobs with an investment of more than US $ 15 billion.

"For 2 years, we will focus on this transition. If everything is operating well, 2 years from now we will be in a good position to reduce debt, higher dividend potential and investment potential in new projects. We will be open to seeing any opportunity in the global market, "said Freeport-McMoRan CEO Richard C. Adkerson on the sidelines of the world copper conference in Santiago, Chile, as quoted by Reuters.

He continued, he was optimistic that the situation would be much better in the next 2 years and assessed assets in Indonesia as very special. Jefferies, an investment bank in the United States, stated that Freeport's production is expected to increase by around 20% by the end of 2022 when Grasberg's expansion and other projects in the United States and elsewhere began to be completed.

Jefferies mining analyst Christopher La Femina said that Freeport has tremendous growth opportunities. Freeport stated that uncertain global economic conditions were the reason for the company to restrain its expansion in new projects. Adkerson explained that there was a slowdown in demand for copper and China as an effect of trade wars with the United States. This makes people skeptical.

"From our perspective, we recognize the risks and risks that affect our business. We will not invest in new projects until further clarification, "he said as quoted by Bloomberg.

Even so, he still believes that the long-term outlook for copper is still positive. This will be supported by the hopes of the Chinese government to maintain economic growth.

IN INDONESIA

Freeport Ingin Tambah Kuota Konsentrat

PT Freeport Indonesia berencana untuk mengajukan permohonon tambahan kuota ekspor konsentrat tembaga seiring dengan realisasi produksi lebih tinggi dari proyeksi awal.

Kuota ekspor konsentrat tembaga yang diperoleh Freeport Indonesia pada Februari 2019 hanya sebanyak 198.282 ton. Kuota tersebut jauh lebih rendah dibandingkan dengan tahun sebelumnya yang mencapai 1,25 juta ton. Produksi konsentrat tembaga Freeport Indonesia diperkirakan akan turun drastis pada tahun ini seiring dengan transisi proses penambangan dari tambang terbuka ke tambang bawah tanah.

Executive Vice President & Chief Financial Officer Freeport-McMoRan Inc. Kathleen L. Quirk mengatakan bahwa penurunan produksi bijih tembaga dari Grasberg sudah diperkirakan sebelumnya. Namun, kata Kathleen, Freeport meyakini bahwa produksi konsentrat untuk ekspor bisa lebih tinggi dari kuota yang diberikan ke perusahaan tambang dari Amerika Serikat tersebut.

“Jadi, kami akan mengajukan permohonan untuk pembaruan [kuota ekspor] kata Kathleen dalam telekonferensi kuartal I/2019, baru-baru ini.

Kathleen menjelaskan bahwa tambahan kuota tersebut memang tidak terlalu signifikan. Namun, pihaknya ingin mendapat kepastian ruang untuk ekspor karena ada kemungkinan produksi konsentrat tembaga dari tambang terbuka bisa lebih tinggi dan proyeksi awal.

“Saya rasa sekitar 40.000 ton konsentrat. Ini memang tidak signifikan bila dibandingkan dengan kapasitas smelter kami,” tutur Kathleen.

Chief Executive Officer Richard C. Adkerson mengatakan bahwa produksi Freeport Indonesia mmang bakal turun pada tahun   Namun, seinng dengan mulai beroperasinya tambang bawah tanah, khususnya Grasberg Block Cave dan Deep MLZ, produksi bijih mineral akan kembali tinggi mulai 2021. 

     Freeport menargetkan bijih yang ditambang di Grasberg Block Cave bisa mencapai 130.000 ton per hari mulai 2023. Adapun, Deep MLZ diharapkan mampu mencapai tingkat produksi sebanyak 80.000 ton per hari mulai 2022.

“Kami berada pada jalur yang tepat untuk memiliki produksi yang berkelanjutan dan tambang-tambang tersebut sehingga bisa memasok pabrik pengolahan kami hingga lebih dari 200.000 ton per hari,” ujarnya.

      Sementara itu, Direktur Jenderal Mineral dan Batubara Kementerian Energi dan Sumber Daya Mineral (ESDM) Bambang Gatot Ariyono mengatakan bahwa pengajuan permohonan penambahan kuota ekspor dimungkinkan selama sesuai dengan dengan kapasitas smelter yang sudah dimiliki atau yang sedang dibangun. 

     Terkait hal tersebut, Freeport Indonesia sedang membangun smelter tambahan dengan kapasitas 2 juta ton konsentrat per tahun di samping smelter yang telah beroperasi berkapasitas 1 juta ton konsentrat per tahun.

“Rule [pengajuan kuota ekspor konsentrat tembaga] sesuai dengan kapasitas saja. Kalau Freeport membangun [smelter] besar ya bisa diberi besarjuga," ujarnya.

Namun, Bambang mengaku bahwa pihaknya belum menerima pengajuan tambahan kuota ekspor dari PT Freeport Indonesia.

PRODUKSI

Berdasarkan laporan kinerja kuartal I/2019 Freeport-McMoRan, produksi tembaga perusahaan yang beroperasi di Papua tersebut hanya mencapai 145 juta pon. Jumlah tersebut turun 53,38% dibandingkan dengan produksi tembaga pada periode yang sama tahun lalu sebanyak 311 juta pon. 

     Berbanding lurus dengan produksi, penjualan tembaga Freeport Indonesia pun turun drastis. Pada kuartal I/2019, penjualan tembaga Freeport Indonesia hanya 174 juta pon atau turun 4S,45% dibandingkan dengan penjualan pada periode yang sama tahun lalu sebanyak 319 juta pon.

Hasil serupa juga terjadi untuk komoditas emas. Produksi emas Freeport Indonesia pada kuartal I/2019 sebanyak 162.000 ounce atau turun 72,77% dari realisasi produksi pada periode yang sama tahun lalu sebanyak 595.000 ounce.

Penjualan emas Freeport juga turun signifikan sebesar 61 ,03 % dari 603.000 ounce menjadi 235.000 ounce. Pada awal April 2019, Freeport-McMoRan Inc. menyatakan bahwa perusahaan tidak berencana menaikkan dividen, akuisisi, dan pembayaran kembali utang untuk 2 tahun ke depan karena fokus pada pengembangan tambang bawah tanah Grasberg di Indonesia.

Hal tersebut menegaskan bahwa Freeport ingin mempertahankan operasinya di Indonesia sebagai salah satu andalan perusahaan di saat pekerjaan yang kompleks dengan nilai investasi lebih dari US$15 miliar.

“Selama 2 tahun, kami akan fokus pada transisi ini. Jika semuanya beroperaasi baik, 2 tahun dari sekarang kami akan berada pada posisi yang baik untuk kemudian mengurangi utang, potensi dividen yang lebih tinggi, serta potensi investasi dalam proyek-proyek baru. Kami akan terbuka untuk melihat peluang apa pun di pasar global,” tutur CEO Freeport-McMoRan Richard C. Adkerson di sela-sela konferensi tembaga dunia di Santiago, Cile, seperti dikutip Reuters.

Dia melanjutkan, pihaknya optimistis situasi akan jauh lebih baik dalam 2 tahun ke depan dan menilai aset di Indonesia sangat istimewa. Jefferies, sebuah bank investasi di Amerika Serikat, menyatakan bahwa produksi Freeport diperkirakan meningkat sekitar 20% hingga akhir 2022 ketika ekspansi Grasberg dan proyek-proyek lain di Amerika Serikat serta tempat lain mulai rampung.

Analis pertambangan Jefferies Christopher La Femina mengatakan bahwa Freeport memiliki peluang pertumbuhan yang luar biasa. Freeport menyatakan bahwa kondisi perekonomian global yang tidak menentu turut menjadi alasan perusahaan untuk menahan ekspansinya pada proyek-proyek baru.

     Adkerson menjelaskan bahwa ada perlambatan permintaan tembaga dan China sebagai efek dari perang dagang dengan Amerika Serikat. Hal tersebut

membuat orangorang skeptis.

“Dari sudut pandang kami, kami mengenali risiko dan risiko itu memengaruhi bisnis kami. Kami tidak akan berinvestasi dalam proyek~proyek baru sampai ada kejelasan lebih lanjut,” katanya seperti dikutip Bloomberg.

Meskipun begitu, dia tetap yakin propek jangka panjang untuk tembaga masih positif. Hal tersebut bakal ditopang oleh harapan pemerintah China untuk mempertahankan pertumbuhan ekonominya.
