Although the cumulative progress in the construction of the PT Freeport Indonesia smelter is still low, the government insists that the realization of the project is in accordance with the plan submitted to the ESDM Ministry.

     As of February 2019, the progress of the construction of the Freeport Indonesia smelter is 3.86%. This figure has exceeded 90% of the 6-month development plan proposed by Freeport Indonesia.

Director of Mineral Business Development, Ministry of Energy and Mineral Resources (ESDM) Yunus Saefulhak said that the target of the Freeport smelter construction as of February 2019 was 3.85%. That way, Freeport Indonesia has met the main requirements to be able to get copper concentrate export recommendations.

"They are targeting 6 months to be achieved. So, the 3.86% goes more to land preparation such as the FS [feasibility study], environmental studies, land rent, etc., "he said, Monday (6/5).

Regarding copper concentrate exports, the quota obtained by Freeport Indonesia in February 2019 was only 198,282 tons of concentrate. This amount is far lower than the quota in the previous year which reached 1.25 million tons of concentrate. 

     Because the production of PTFI is expected to drop dramatically this year along with the transition of the mining process from open-pit mining to underground mining.

Executive VP & CFO of Freeport McMoRan Inc., one of Freeport's shareholders, Kathleen L. Quirk said that the decline in production had already been predicted. However, his party believes that production for export rations can be higher than the quota given.

"So, we will submit an application for [export quota] renewal," She said.

She said the additional quota was indeed not too significant. However, it wants to get certainty of space for exports because it is possible that production from open-pit mining can be higher than projected.

"I think about 40,000 tons of concentrate. This is indeed not significant when compared to the capacity of our smelter, "She said.

Meanwhile, the calculation of the progress of the Freeport Indonesia smelter has fallen along with technological changes and project values. As of February 2019, the construction of the PTFI smelter was 3.86%. 

      In fact, last year the record was more than 4%. Yunus Saefulhak said that the decline in progress was due to the change in technology used from before Mitsubishi became Outotec. Investment in smelters is in the range of US $ 2.8 billion for a capacity of 2 million tons of concentrate per year.

"Because the investment is bigger, the divider is bigger too, so that from yesterday's time we had 4% more converted to down."

Smelter Freeport Masih Sesuai Rencana

Kendati progres pembangunan smelter PT Freeport Indonesia secara kumulatif masih rendah, pemerintah menegaskan bahwa realisasi proyek itu sudah sesuai dengan rencana yang diajukan ke Kementerian ESDM. 

     Hingga Februari 2019, progres pembangunan smelter Freeport Indonesia sebesar 3,86%. Angka tersebut sudah melebihi 90% dari rencana pembangunan per 6 bulan yang telah diajukan oleh Freeport Indonesia.

pembangunan smelter Freeport per Februari 2019 sebesar 3,85%. Dengan begitu, Freeport Indonesia telah memenuhi persyaratan utama untuk bisa mendapatkan rekomendasi ekspor konsentrat tembaga.

“Mereka menargetkan 6 bulan tercapai. Jadi yang 3,86% itu lebih banyak ke persiapan lahan seperti FS [feasibility study/Studi kelayakan], studi lingkungan, sewa lahan, dan lain-lain,” ujarnya, Senin (6/5).

Terkait dengan ekspor konsentrat tembaga, kuota yang diperoleh Freeport Indonesia pada Februari 2019 hanya 198.282 ton konsentrat saja. Jumlah tersebut jauh lebih rendah dibandingkan dengan kuota pada tahun sebelumnya yang mencapai 1,25 juta ton konsentrat. 

     Pasalnya, produksi PTFI diperkirakan akan turun drastis pada tahun ini seiring dengan transisi proses penambangan dari tambang terbuka ke tambang bawah tanah.

Executive VP & CFO Freeport McMoRan Inc., salah satu pemegang saham Freeport, Kathleen L. Quirk mengatakan bahwa penurunan produksi tersebut memang sudah diperkirakan sebelumnya. Namun, pihaknya meyakini produksi untuk jatah ekspor bisa lebih tinggi dari kuota yang diberikan. 

“Jadi, kami akan mengajukan permohonan untuk pembaruan [kuota ekspor] ,” katanya.

Dia mengatakan tambahan kuota tersebut memang tidak terlalu signifikan. Namun, pihaknya ingin mendapat kepastian ruang untuk ekspor karena ada kemungkinan produksi dari tambang terbuka bisa lebih tinggi dari proyeksi. 

“Saya rasa sekitar 40.000 ton konsentrat. Ini memang tidak signifikan bila dibandingkan dengan kapasitas smelter kami,” tuturnya.

Sementara itu, hitungan progres pembangunan smelter Freeport Indonesia turun seiring dengan adanya perubahan teknologi dan nilai proyek. Hingga Februari 2019, progres pembangunan smelter PTFI sebesar 3,86%. Padahal, tahun lalu catatannya telah lebih dari 4%. 

      Yunus Saefulhak mengatakan bahwa penurunan progres tersebut disebabkan berubahnya teknologi yang dipakai dari sebelumnya Mitsubishi menjadi Outotec. Investasi smelter berada di kisaran US$ 2,8 miliar untuk kapasitas sebesar 2 juta ton konsentrat per tahun.

“Karena investasinya lebih besar, maka pembaginya lebih besar juga sehingga dari yang kemarin sempat 4% lebih kami konversikan menjadi turun.”
