Concentrate Export Recommendations
The government is still awaiting the results of verification of the progress of the construction of the PT Freeport Indonesia smelter to evaluate the application for a recommendation for an export approval letter or copper concentrate SPE.
Director of Mineral Business Development, Ministry of Energy and Mineral Resources, Yunus Saifulhak, said that his party had not yet received the results of verification and independent consultants appointed by Freeport Indonesia.
The verification will be the basis for the Ministry of Energy and Mineral Resources to assess the suitability of the smelter construction with the plan previously submitted.
"We are waiting for the results of verification from an independent consultant. It is up to them to appoint an Indonesian Surveyor or PT Sucofindo, for example," he said.
He stressed that he had never hampered the export recommendation request. It's just that the evaluation carried out is very dependent on the delivery of the verification results of the smelter construction.
"The speed we evaluate depends on the verification. "It's true like that," he said.
Freeport Indonesia's copper concentrate export permit has expired on February 15, 2019. Thus, until now the company operating in Papua has not been able to ship for export.
If you get a recommendation, Freeport Indonesia's export quota this time is estimated to drop from the quota in the previous period which reached 1.25 million tons of copper concentrate per year.
Meanwhile, the recommendation for the copper concentrate export agreement of PT Amman Mineral Nusa Tenggara will soon be published after the ESDM Ministry states that all required documents are complete.
Yunus Saifulhak said that the issuance of the recommendation of the SPE Amman Mineral concentrate was only a matter of waiting for the administrative process. All requirements have been met.
"In Amman, I think the administration is just a process. The documents are complete, "he said.

Pemerintah masih menunggu hasil verifikasi progres pembangunan smelter PT Freeport Indonesia untuk mengevaluasi permohonan rekomendasi surat persetujuan ekspor atau SPE konsentrat tembaga.
Direktur Pembinaan Pengusahaan Mineral, Kementerian Energi dan Sumber Daya Mineral Yunus Saifulhak mengatakan, pihaknya belum menetrima hasil verifikasi dan konsultan independen yang ditunjuk oleh Freeport Indonesia.
Verifikasi tersebut akan menjadi dasar bagi Kementenan ESDM untuk menilai kesesuaian pembangunan smelter dengan rencana yang telah disampaikan sebelumnya.
"Kami sedang menunggu hasil verifikasi dari konsultan independen. Terserah mereka mau menunjuk Surveyor Indonesia atau PT Sucofindo, misalnya,” ujarnya.
Dia menegaskan bahwa pihaknya sama sekali tidak pernah menghambat permohonan rekomendasi ekspor tersebut. Hanya saja, evaluasi yang dilakukan sangat bergantung pada penyampaian hasil verifikasi pembangunan smelter.
“Kecepatan kami mengevaluasi tergantung dari verifikasi tadi. Memang kenyataannya seperti itu,” tuturnya.
Izin ekspor konsentrat tembaga Freeport Indonesia telah habis pada 15 Februari 2019. Dengan demikian, hingga saat ini perusahaan yang beroperasi di Papua tersebut belum bisa melakukan pengapalan untuk ekspor.
Apabila mendapat rekomendasi, kuota ekspor Freeport Indonesia kali ini diperkirakan bakal turun dari kuota pada periode sebelumnya yang mencapai 1,25 juta ton konsentrat tembaga per tahun.
Sementara itu, rekomendasi surat persetujuan ekspor konsentrat tembaga PT Amman Mineral Nusa Tenggara tidak lama lagi akan terbit setelah Kementerian ESDM menyatakan seluruh dokumen yang diperlukan lengkap.
Yunus Saifulhak mengatakan bahwa penerbitan rekomendasi SPE konsentrat Amman Mineral hanya tinggal menunggu proses administrasi. Seluruh persyaratan sudah terpenuhi.
“Kalau Amman saya rasa secara administrasi menungu diproses saja. Secara dokumen sudah lengkap,” ujarnya.
