In the Freeport-McMoRan inc. II / 2019 quarterly operating and performance report, the copper production of the Grasberg mine operated by Freeport Indonesia in the first half of 2019 was recorded at only 270 million pounds or down 58.97% from production in the first semester of 2018 to 658 million pounds .
The decline in copper production had an impact on sales which fell 48.81% to 325 million pounds in the first half of 2019 compared to the same period last year of 635 million pounds. Freeport expects that after the transition of this open mine to be completed, a greater amount of copper and gold production can be carried out again. Despite being depressed, Adkerson said this year's sales were still in line with the plan. The company expects copper sales this year to reach 630 million pounds and gold as much as 800,000 ounces.

Kathleen Quirk, Freeport-McMoRan's Executive Vice President and Chief Financial Officer, added that the additional quota from the government would drive Freeport's sales this year due to the mining transition from open-pit mining to underground mining.
"We have provided our updated production estimates to the Indonesian Government and hope that we will get an additional quota approval in the III / 2019 quarter," She said.
Separately, the ESDM Ministry's Mineral and Coal Director General Bambang Gatot Ariyono confirmed that Freeport Indonesia had submitted additional export and production quotas to the Ministry of Energy and Mineral Resources. He still has not revealed the exact additional quota requested by Freeport Indonesia. However, the production of companies operating in Papua is estimated to increase by 200,000 tons-300,000 tons of concentrate this year.
"An additional 200,000 tons-300,000 tons of concentrate production is because there is optimization in the Grasberg mine."
He stated that the approval for additional production quotas will still be decided in August.
"Now it's a process. "The revised RKAB [Work Plan and Budget] is being evaluated, the hope is to finish in August," he said.
On the other hand, Freeport claims that it is still open to all options related to financing and partnerships in building a new copper smelter which is targeted to start operating by the end of 2023. Adkerson said Freeport has committed to the Indonesian government to build a 5-year smelter in December 2018. , the smelter whose investment is around US $ 3 billion must be operational by the end of 2023.
When Freeport Indonesia is conducting land preparations being carried out. In addition, the front-end engineering design / FEED is still ongoing. Meanwhile, Quirk added that the construction of the smelter is in Gresik or close to the existing smelting plant owned by Freeport. Produksi tembaga dan emas PT Freeport Indonesia Tbk. sepanjang 6 bulan pertama tahun ini turun 58,97% seiring dengan transisi penambangan dari tambang terbuka ke bawah tanah. Tambahan kuota ekspor konsentrat tembaga diyakini bisa menjadi penyelamat dari sisi penjualan.
Dalam laporan operasi dan kinerja kuartal II/2019 Freeport-McMoRan inc., produksi tembaga tambang Grasberg yang dioperasikan Freeport Indonesia pada semester I/2019 tercatat hanya 270 juta pound atau turun 58,97% dari produksi pada semester I/2018 sebanyak 658 juta pound.
Penurunan produksi tembaga tersebut berdampak pada penjualan yang turun 48,81% menjadi 325 juta pound pada semester I/2019 dibanding periode sama tahun lalu sebanyak 635 juta pound. Tidak hanya pada tembaga, produksi emas juga mengalami kondisi serupa. Produksi emas pada semester I/2019 tercatat sebanyak 316.000 ounce atau turun 76,32% dibanding periode sama tahun lalu sebanyak 1,33 juta ounce.
Transisi metode penambangan dari tambang terbuka ke tambang bawah tanah menjadi penyebab utama penurunan produksi Freeport Indonesia. Di samping itu, perubahaan perencanaan tahapan penambangan berupa perluasan wilayah di tambang terbuka pun turut menekan tingkat produksi pada kuartal II/2019.
Perluasan area yang dimulai pada kuartal II/2019 tersebut dilakukan agar penambangan di tambang terbuka Grasberg bisa dilakukan hingga kuartal III/2019 atau lebih lama lagi. Perubahan perencanaan tahapan penambangan di tambang terbuka Grasberg tersebut menunda produksi bijih dengan kadar tinggi yang sebelumnya diprediksi dapat dilakukan pada kuartal II/2019.
Presiden dan Chief Executive Officer Freeport-Mc. MoRan Inc. Richard C. Adkerson mengatakan tambang terbuka Grasberg sudah berada dalam tahap akhir penambangan. Namun, Freeport memutuskan untuk memperluas tambang terbuka Grasberg di samping terus meningkatkan produksi dari tambang bawah tanah.
Dia menyatakan pihak Freeport Indonesia akan terus memantau kondisi geoteknik untuk menentukan tingkat penambangan di tambang terbuka Grasberg. Adapun, material bijih yang tidak sempat ditambang di sana bisa ditambang melalui tambang bawah tanah Grasberg Block Cave.
“Kami mengubah rencana kami untuk operasi final tambang terbuka Grasberg dengan menambah area tambang baru yang memungkinkan untuk memperpanjang tambang terbuka di luar ekspektasi kami sebelumnya. Perubahan ini menunda akses untuk mendapatkan material bermutu tinggi yang sebenarnya kami rencanakan dapat ditemukan dalam waktu dekat," katanya.
Freeport mengharapkan pasca transisi tambang terbuka ini rampung, produksi tembaga dan emas dalam jumlah lebih besar bisa kembali dilakukan. Meskipun tengah tertekan, Adkerson menyatakan penjualan tahun ini masih sesuai dengan rencana. Adapun pihaknya memperkirakan penjualan tembaga sepanjang tahun ini sebanyak 630 juta pon dan emas sebanyak 800.000 ounce.
Hingga saat ini total produksi tambang terbuka Grasberg dan dari badan bijih di sekitarnya mencapai 36 miliar pon tembaga dan 52 juta ounce emas. Adapun cadangan yang terdapat di area operasi Freeport Indonesia diperkirakan masih bisa ditambang setelah jangka waktu operasi maksimalnya habis pada 2041.
Adkerson menambahkan, pihaknya telah mengajukan tambahan kuota ekspor konsentrat tembaga. Selama semester I/2019, Freeport Indonesia masih menggunakan kuota ekspor yang disetujui sebelumnya, yakni pada 8 Maret 2019 sebanyak 198.282 ton konsentrat untuk 1 tahun.
Kuota tersebut berkurang drastis dari periode sebelumnya yang mencapai 1,25 juta ton. Dia mengungkapkan Freeport Indonesia telah meminta persetujuan dari Pemerintah Indonesia untuk meningkatkan kuota ekspor itu karena volume produksi yang diperkriakan lebih tinggi dari rencana awal.
Kathleen Quirk, Executive Vice President and Chief Financial Officer Freeport-McMoRan, menambahkan tambahan kuota dari pemerintah akan mendorong penjualan Freeport pada tahun ini yang turun karena adanya transisi penambangan dari tambang terbuka ke tambang bawah tanah.
“Kami telah memberikan perkiraan produksi kami yang telah diperbarui kepada Pemerintah Indonesia dan berharap akan mendapatkan persetujuan tambahan
kuota pada kuartal III/2019,” tuturnya.
Terpisah, Direktur Jenderal Mineral dan Batubara Kementerian ESDM Bambang Gatot Ariyono membenarkan bahwa Freeport Indonesia telah mengajukan tambahan kuota ekspor dan produksi kepada Kementerian ESDM. Dia masih belum mengungkapkan secara pasti tambahan kuota yang dimohonkan Freeport Indonesia. Namun, produksi perusahaan yang beroperasi di Papua tersebut diperkirakan bertambah sebanyak 200.000 ton-300.000 ton konsentrat pada tahun ini.
“Tambahan 200.000 ton-300.000 ton produksi konsentrat itu karena ada optimalisasi di tambang Grasberg.”
Dia menyatakan persetujuan tambahan kuota produksi ini masih akan diputuskan pada bulan Agustus mendatang.
“Sekarang sedang proses. Sedang dievaluasi revisi RKAB [Rencana Kerja dan Anggaran Belanja], harapannya selesai Agustus," katanya.
Di sisi lain, Freeport mengaku masih terbuka terhadap segala opsi terkait pembiayaan maupun kemitraan dalam membangun smelter tembaga baru yang ditargetkan mulai beroperasi pada akhir 2023. Adkerson mengatakan Freeport telah berkomitmen pada dengan pemerintah Indonesia untuk membangun smelter selama 5 tahun pada Desember 2018. Dengan penjadwalan tersebut, smelter yang investasinya sekitar US$ 3 miliar tersebut harus sudah beroperasi pada akhir 2023.
Saat Freeport Indonesia tengah melakukan persiapan lahan sedang dilakukan. Selain itu, penyelesaian desain teknis dan rekayasa awal (front-end engineering design/FEED) masih berlangsung. Adapun smelter yang akan memiliki kapasitas 2 juta ton konsentrat tembaga per tahun tersebut diperkirakan memasuki masa konstruksi pada 2020. Sebelum itu, pihak Freeport terus berdiskusi dengan beberapa pihak terkait masalah pembiayaan.
Adkerson mengatakan opsi paling mungkin untuk dipertimbangkan adalah pembiayaan dengan utang melalui Freeport Indonesia. Namun, pihaknya tetap terbuka dengan alternatif lain.
"Kami berharap dapat mendanai pembayaran smelter dan melakukan beberapa diskusi dengan kelompok bank untuk dapat mendanai proyek ini," katanya.
Adapun, Quirk menambahkan area pembangunan smelter tersebut berada di Gresik atau dekat dengan pabnk peleburan yang eksis milik Freeport. Pengeluaran dana pembangunan smelter kemungkinan akan mulai meningkat pada 2020 dan meningkat pada 2021-2022. Dia berharap Freeport dapat segera mendapat kepastian pembiayaan untuk proyek tersebut.
“Kami melakukan diskusi yang baik dengan pemberi pinjaman terkait pendanaan smelter. Kami memperkirakan tidak ada pengeluaran yang signifikan pada 2019," katanya.
