Indonesia brought the issue of international taxation in the G-20 in Germany
Indonesia will bring the issue of international taxation in the G-20 forum in Germany, next July. At the forum, Indonesia will be voicing a commitment Base Erosion and Profit Shifting (BEPS) through a system of exchange of financial information between countries or Automatic Exchange of Tax Information in Financial Sector (AEOI).
Deputy for International Economic Cooperation Coordinating Ministry of Economy Rizal Affandi Lukman, said Indonesia would bring Google's tax problems facing Indonesia, to the attention of members of the G-20. This issue will be raised as closely linked with the development of e-commerce.
Representatives of the G-20 Fiscal Policy Office (BKF) Ministry of Finance Krishna Adi Satrio said Indonesia will ask the countries that have committed to implementing 15 anti BEPS action plan implementation, including AEOI, avoiding competition lowers tax rates are not healthy.
The issue of anti BEPS and the AEOI had brought Indonesia in the G-20 meeting in China in 2016. The focus of tax affairs

di Jerman, Juli mendatang. Di forum itu, Indonesia akan menyuarakan komitmen Base Erosion and Profit Shifting (BEPS) melalui sistem pertukaran informasi keuangan antar negara atau Automatic Exchange of Tax Information in Financial Sector (AEOI).
Deputi Bidang Kerja Sama Ekonomi Internasional Kementerian Koordinator Ekonomi Rizal Affandi Lukman, menyatakan, Indonesia akan membawa persoalan pajak Google yang sedang dihadapi Indonesia, agar menjadi perhatian anggota G-20. Masalah ini akan diangkat karena berkaitan erat pula dengan perkembangan e-commerce.
Perwakilan Forum G-20 Badan Kebijakan Fiskal (BKF) Kementerian Keuangan Khrisna Adi Satrio menyatakan, Indonesia akan meminta negara yang telah berkomitmen atas implementasi 15 rencana aksi penerapan anti BEPS, termasuk AEOI, menghindari kompetisi menurunkan tarif pajak secara tidak sehat.
Isu anti BEPS dan AEOI telah dibawa Indonesia dalam pertemuan G-20 di China tahun 2016. Menteri Keuangan saat itu, Bambang Brodjonegoro menggagas sanksi pengucilan pergaulan keuangan internasional bagi negara yang tidak mau ikut serta, menunda implementasi, hingga melanggar ketentuan anti BEPS.
Saat ini IOI negara telah meneken AEOI yang akan berlaku tahun. Namun, masih dua negara yang belum tegas menyatakan komitmennya menerapkan AEOI, yaitu Bahrain dan Panama. "Kami mendorong yurisdiksi yang tidak ko-operatif untuk bisa dinilai negara lain," kata Kresna,
Fokus urusan pajak
Secara umum, menurut Kresna, fortun G-20 tahun ini akan fokus pada empat agenda bidang perpajakan.
Pertama, meningkatkan kerja sama global untuk mengatasi pelarian pajak ke negara dengan tarif pajak rendah atau BEPS. Kedua, mendorong transparansi informasi keuangan secara global untuk kebutuhan perpajakan. Ketiga, meningkatkan peran perpajakan untuk pembangunan. Keempat, mendorong digitalisasi penarikan pajak-di setiap negara.
Direktur Eksekutif Center for Indonesia Taxation Analysis (CITA) Yustinus Prastowo menilai, dari sekian agenda di G-20, tiga isu relevan dengan Indonesia. Yaitu penerapan AEOI, ekonomi digital, dan transfer pricing.
Ekonomi digital berkaitan dengan masalah yang dihadapi Indonesia, seperti pajak e-commerce dan pajak badan usaha tetap (BUT). "Transfer pricing lebih kepada standar," katanya. Selain di G-20, pembicaraan perpajakan juga perlu dilakukan di ASEAN.
