Smelter in Papua Supports Industry




The divestment of PT Freeport Indonesia shares to PT Indonesia Asahan Aluminum (Persero) continues. Now, Inalum determines the location of the smelter construction. although they tend to choose locations in Papua.

The state-owned holding company in the mining industry sector, PT Indonesia Asahan Aluminum (Persero), plans to build a mining or smelter processing unit in Papua. The existence of the smelter can sustain industrial development in Papua.



"We want to determine the location of the smelter. I want a smelter in Papua, "said PT Indonesia President Director Asahan Aluminum (Inalum) Budi Gunadi Sadikin, in Jakarta.

The divestment process of PT Freeport Indonesia's shares to Inalum continues. A number of agreements as a continuation of the agreement points or a head of agreement for the sale of shares have been signed. Furthermore, Inalum must complete several documents and administrative permits. The next step, completing payment of 3.85 billion US dollars or around Rp 55.4 trillion at the end of this year (Kompas, 09/28/2018).

Budi explained, waste from processing mining products on smelters can be a raw material for the cement and fertilizer industries. If a smelter is built in Papua, fertilizer and cement factories can also be built in Papua. Moreover, Budi continued, President Joko Widodo had a policy to build infrastructure in Papua and realize economic equality, especially in the eastern part of Indonesia.

"Thus, later cement needs in Papua will increase," he said.

In addition, Budi added, there were already private parties that had developed plantations in Papua. Fertilizer needs in Papua are expected to increase for encourage the development of the plantation and agriculture sectors. If a fertilizer or cement plant is built in Papua, logistics transport vessels are more efficient. Because, ships from Papua are no longer empty because they transport industrial or plantation products. The plan to build smelters in Papua, including other industries, is supported by energy sources.

"In Mimika, there are dams that can produce electricity in large capacity," he said.

Chairman of the Indonesian Employers' Association (Apindo) Hariadi Sukamdani appreciated the government's efforts in divesting shares of PT Freeport Indonesia. "What is clear, in terms of profit, will, enter Indonesia. So far, profits have been taken out, "he said.

Perusahaan induk BUMN di sektor industri pertambangan, PT Indonesia Asahan Aluminium (Persero), berencana membangun unit pengolahan hasil tambang atau smelter di Papua. Keberadaan smelter tersebut dapat menopang pengembangan industri di Papua.

”Kami ingin menentukan lokasi smelter. Saya lebih menginginkan (smelter) di Papua,” kata Direktur Utama PT Indonesia Asahan Aluminium (Inalum) Budi Gunadi Sadikin, di Jakarta.

Proses divestasi saham PT Freeport Indonesia ke Inalum berlanjut. Sejumlah perjanjian sebagai kelanjutan pokok-pokok perjanjian atau head of agreement penjualan saham sudah ditandatangani. Selanjutnya, Inalum mesti menyelesaikan beberapa dokumen dan perizinan administratif. Langkah berikutnya, menyelesaikan pembayaran 3,85 miliar dollar AS atau sekitar Rp 55,4 triliun pada akhir tahun ini (Kompas, 28/9/2018).

Budi menjelaskan, limbah dari pengolahan hasil tambang pada smelter dapat menjadi bahan baku industri semen dan pupuk. Jika smelter dibangun di Papua, pabrik pupuk dan semen juga dapat dibangun di Papua. Apalagi lanjut Budi, Presiden Joko Widodo memiliki kebijakan untuk membangun infrastruktur
di Papua dan mewujudkan pemerataan ekonomi, terutama di wilayah Indonesia bagian timur.

”Dengan demikian, nantinya kebutuhan semen di Papua semakin meningkat,” katanya.

Selain itu, tambah Budi, sudah ada pihak swasta yang mengembangkan perkebunan di Papua. Kebutuhan pupuk di Papua diperkirakan meningkat untuk
mendorong pengembangan sektor perkebunan dan pertanian. Jika pabrik pupuk atau semen dibangun di Papua, kapal pengangkut logistik menjadi lebih efisien. Sebab, kapal dari Papua tidak lagi kosong karena mengangkut hasil industri atau perkebunan. Rencana pembangunan smelter di Papua, termasuk industri lainnya, didukung sumber energi.

”Di Mimika, ada bendungan yang bisa menghasilkan listrik dalam kapasitas besar,” katanya.

Hilirisasi

Ketua Umum Asosiasi Pengusaha Indonesia (Apindo) Hariadi Sukamdani mengapresiasi upaya pemerintah dalam divestasi saham PT Freeport Indonesia.

”Yang jelas, dari segi keuntungan, akan ,masuk ke Indonesia. Selama ini keuntungan dibawa keluar,” katanya.

Penguasaan saham Freeport Indonesia oleh BUMN dalam jangka panjang juga bermanfaat bagi Indonesia. Sebab, industri turunannya dan proses hilirisasi dapat dikembangkan di Indonesia. Ia menyarankan, barang modal dan peralatan dalam operasional Heeport Indonesia hendaknya memprioritaskan produk dalam negeri. Dengan demikian, pelaku usaha atau industri dalam negeri dapat mendukung kegiatan Freeport Indonesia.
