The transfer of PT Freeport's ownership must be completed this year
President Joko Widodo (Jokowi) directly asked the Ministries and Institutions (K / L) and companies assigned to take over PT Freeport Indonesia to immediately complete the divestment. The takeover of the world's largest gold mining company is expected to be completed by the end of 2018.

Based on reports received by Jokowi, representatives from Indonesia represented by PT Inalum and PT Freeport Indonesia (PTFI) have signed a number of agreements, such as investment agreement, sales and purchase agreement, and share subscription agreement.

However, this signing has not made the divestment effort over because there is still something that must be resolved by both parties, such as environmental issues, especially related to loose disposal or tailings originating from mining production activities.
Not only that, Jokowi also reminded all parties to be able to complete changes in PTFI's permit from the work contract to become a Special Mining Business License (IUPK), share ownership of the Papua and Mimika Provincial Governments, fiscal guarantees, taxation, royalties, to investment stability.
"Everything must be completed (end of 2018). Because, the PTFI divestment process is a big step to return the majority of ownership of the source "Natural resources are very strategic to Indonesia," Jokowi said at a limited meeting at the State Palace on Thursday (29/11).
Jokowi stressed that everything produced from PTFI will be used to the maximum extent to improve the welfare and prosperity of the people, especially those who live in the Papua Province. Minister of Environment and Forestry (KLHK) Siti Nurbaya explained that the environmental sector issue which had hampered the divestment was completed.
PTFI has developed a waste and environmental management roadmap of up to 20 24. This roadmap is made in detail, planned, systematic, but carried out in stages because it cannot be done all at one time. Siti explained, in 2018, from PTFI's total production of 160 thousand days, the management of annual tailings waste reached 18,519 TSS (Total Soluble Solid) (mg / L).
From the road map made every year this TSS will be reduced. In 2019 the number dropped so that it only reached 15,716 TSS (mg / L). Whereas in 2014 it is expected that only 11,086 TTS (mg / L).
"Indicators of pollution must be able to go down to that extent by 2024," said Siti.
To facilitate the waste management business, Siti will immediately make a return letter so that this week or a maximum of next week everything will be OK, just waiting for permission from the local provincial government. Meanwhile, Papua Governor Lukas Enembe said, he was grateful for the performance of the central government which succeeded in taking over PTFI's shares.
He also hoped that no one else would enter it unclearly managing this company. Regarding permits or recommendations from the provincial government, PTFI's operational steps can operate as usual.
"There is a recommendation that we will release it, we will make it soon," Lukas said.
Through this divestment, the local government will get a 10 percent stake. This value is divided into two where the Papua Provincial Government gets seven percent and the Mimika Regency Government gets three percent. Lukas also ensures that the provincial government will be careful with stowaways who use this stock. Because, the shares owned by PT Inalum and the provincial government are entirely for the prosperity of the community.
This is related to the "Papa Request Stock" scandal that happened some time ago. In the scandal, a member of the House of Representatives (DPR) profited President Jokowi's name.
"So the President does not want it to be like that. The negotiation process should not allow anyone else to enter in this way. This is for Indonesia," he said.

Presiden Joko Widodo (Jokowi) secara langsung merninta Kementerian dan Lembaga (K/L) serta perusahaan yang ditugaskan untuk mengambil alih PT Freeport Indonesia bisa segera merampungkan divestasi. Pengambilalihan perusahaan tambang emas terbesar di Dunia ini diharapkan bisa selesai pada akhir 2018.
Berdasarkan laporan yang diterima Jokowi, perwakilan dari Indonesia yang diwakili PT Inalum bersama PT Freeport Indonesia (PTFI) telah menandatangani sejumlah perjanjian, seperti investment agreement, sales and purchase agreement, dan share subscription agreement. Namun, penandatanganan ini belum membuat upaya divestasi usai karena masih ada yang harus dituntaskan kedua belah pihak, seperti isu lingkungan, khususnya terkait pembuangan limbang atau tailing yang berasal dari kegiatan produksi tambang.
Tidak hanya itu, Jokowi pun mengingatkan semua pihak agar bisa menuntaskan perubahan izin PTFI dari kontrak karya menjadi Izin Usaha Pertambangan Khusus (IUPK), kepemilikan saham Pemerintah Provinsi Papua dan Kabupaten Mimika, jaminan fiskal, perpajakan, royalti, hingga stabilitas investasi.
"Semuanya harus rampung (akhir 2018). Karena, proses divestasi PTFI adalah sebuah langkah besar untuk mengembalikan mayoritas kepemilikan sumber
daya alam yang sangat strategis ke Indonesia," ujar Jokowi dalam rapat terbatas di Istana Negara, Kamis (29/11).
Jokowi menegaskan, semua yang dihasilkan dari PTFI nantinya akan digunakan sebesar-besarnya untuk meningkatkan kesejahteraan dan kemakmuran rakyat, utamanya mereka yang tinggal di Provinsi Papua. Menteri Lingkungan Hidup dan Kehutanan (KLHK) Siti Nurbaya menjelaskan, isu sektor lingkungan yang sempat mengganjal divestasi ini sudah selesai.
PTFI sudah membuat peta jalan pengelolaan limbah dan lingkungan hingga 20 24. Peta jalan ini dibuat secara perinci, terencana, sistematik, tapi dikerjakan secara bertahap karena tidak bisa seluruhnya dilakukan dalam satu waktu. Siti menjelaskan, pada 2018 dari jumlah produksi PTFI mencapai 160 ribu hari, maka pengelolaan limbah tailing per tahun mencapai 18.519 TSS (Total Soluble Solid) (mg /L). Dari peta jalan yang dibuat setiap tahun TSS ini akan dikurangi. Pada 2019 angka tersebut turun sehingga hanya mencapai 15.716 TSS (mg/L). Sedangkan pada 2014 diharapkan hanya 11.086 TTS (mg/ L).
"lndikator pencemarannya harus bisa turun sampai segitu pada 2024," ujar Siti.
Untuk memperlancar urusan pengelolaan limbah, Siti akan segera membuat Surat kembali sehingga pekan ini atau maksimal pekan depan semua bisa beres, tinggal menunggu izin dari pemerintah provinsi setempat. Sementara itu, Gubernur Papua Lukas Enembe menuturkan, ia berterima kasih pada kinerja pemerintah pusat yang berhasil mengambil alih saham PTFI.
Dia pun berharap tidak ada orang lain yang masuk secara tidak jelas mengelola perusahaan ini. Terkait dengan izin atau rekomendasi dari pemerintah provinsi dimaksudkan agar langkah operasional PTFI bisa beroperasi seperti biasa.
"Ada rekomendasi nanti kita akan keluarkan, akan segera kita buat," ujar Lukas.
Melalui divestasi ini, pemerintah daerah setempat akan mendapatkan saham 10 persen. Nilai ini dibagi dua di mana Pemerintah Provinsi Papua mendapat tujuh persen dan Pemerintah Kabupaten Mimika dapat tiga persen. Lukas pun memastikan pemerintah provinsi akan berhati-hati dengan penumpang gelap yang memanfaatkan saham ini. Sebab, saham yang dimiliki PT Inalum dan pemerintah provinsi seluruhnya untuk kemakmuran masyarakat.
Hal ini terkait adanya skandal "Papa Minta Saham" yang pernah terjadi beberapa waktu lalu. Dalam skandal tersebut, seorang oknum anggota Dewan Perwakilan Rakyat (DPR) mencatut nama Presiden Jokowi.
"Jadi Presiden tidak menginginkan seperti itu. Proses negosiasi tidak boleh ada orang lain masuk dengan cara seperti itu. Ini buat Indonesia,”ujar dia.
