Freeport Still Waiting for KLHK Decision

PT Freeport Indonesia is still seeking approval from the Ministry of Environment and Forestry (KLHK) regarding the evaluation of environmental issues carried out to complete the process of divesting the company's shares. PT Freeport Indonesia masih mencanrikan persetujuan dari Kementerian Lingkungan Hidup dan Kehutanan (KLHK) terkait evaluasi masalah lingkungan yang dilakukan untuk menuntaskan proses divestasi saham perusahaan. Riza Pratama, Juru Bicara Freeport Indonesia, menyebut penyelesaian divestasi bisa dilakukan secara bersamaan dengan penyelesaian masalah lingkungan.
“Masih menunggu approval,” katanya.
Adapun, dengan belum rampungnya penyelesaian divestasi saham ini, Kementerian Energi dan Sumber Daya Mineral (ESDM) memperpanjang Izin Usaha Pertambangan Khusus (IUPK) sementara kepada PT Freeport Indonesia (PTFI) hingga akhir tahun.
Pasalnya, IUPK sementara Freeport berakhir pada 30 November lalu. Sementara itu Menteri Badan Usaha Milik Negara (BUMN), Rini Soemarno menegaskan pembayaran divestasi saham PTFI oleh PT Inalum (Persero) rampung sebelum 15 Desember 2018.
Rini mengatakan, pihaknya telah berdiskusi dengan Kementenan Hukum dan HAM agar pada saat melakukan pembayaran, pemerintah bisa langsung mencatat kepemilikan 51% saham di PT Freeport Indonesia sekaligus telah menguasai 51% saham perusahaan itu.
“Setelah tercatat 51% kita bawa ke Menteri ESDM, saya sudah punya 51%, tolong keluarkan IUPK yang baru,” ujar Rini.
Rini menambahkan, skema perpajakan bagi PTFI akan tetap mengedepankan stabilitas investasi tanpa mengurangi pendapatan negara, begitu juga dengan persoalan lingkungan yang selama ini harus diselesaikan sudah masuk dalam draf IUPK.
Pekan lalu, Kementerian Lingkungan Hidup dan Kehutanan menyatakan telah menyelesaikan peta jalan peta jalan pengelolaan limbah (tailing) dan dalam sepekan kedepan akan menerbitkan izin Pinjam Pakai Kawasan Hutan (IPPKH) yang merupakan rekomendasi dan Badan Pemeriksa Keuangan (BPK).
SUDAH MELAPOR
Menteri LHK Siti Nurbaya mengatakan, pihaknya sudah melaporkan kepada Presiden Joko Widodo terkait dengan kemajuan penyelesaian rekomendasi BPK mengenai tambang Freeport Indonesia.
“Dan saya kaitannya hanya fokus ke IUPK. Sebenarnya kami sudah selesai, tinggal menunggu Gubernur Papua mengirimkan rekomendasi untuk IPPKH,”
tambahnya.
Terkait dengan pengelolaan limbah (tailing), Siti sudah menyusun peta jalan hingga 2024. Menurutnya, peta jalan ini akan membuat upaya pengelolaan tailing lebih terencana, sistematis, dan periodik. Dia menjelaskan selama ini, produksi tambang PTFI sebesar 200.000 per hari telah menghasilkan tailing sebesar sekitar 18.000 total soluble solids (TPS) milligram/liter.
Menurutnya, pengelolaan limbah ini terkesan permisif. Dalam peta jalan pengelolaan tailing, tingkat TTS pada 2019 setelah pengurangan akan menjadi 15.716 miligram/liter, sedangkan pada 2024 menjadi 11.086 miligram/liter. Dan asumsi produksi 160.000 ton per hari, setidaknya dihasilkan sedimentasi sebesar 1.056,7 ton per hari.
