Freeport Proposes Extension of Concentrate Export License

PT Freeport Indonesia has proposed an extension of the recommendation for copper concentrate export to the Ministry of Energy and Mineral Resources (ESDM). Because the recommendations that apply for one year will end on February 15 later. The extension is sent no later than 30 days before the expiration date.

Freeport Indonesia spokesman Riza Pratama said the request had been sent to the ESDM Ministry. But he has not been able to reveal the progress of the construction of a smelter in Gresik, East Java. The same applies to the export volume of copper concentrates submitted.
"We have submitted an extension," Riza said in Jakarta, (1/8).
The progress of the smelter construction is one of the main requirements to get an extension of export recommendations. Evaluation of the progress of the smelter is carried out by the Ministry of Energy and Mineral Resources every six months from the issuance of export recommendations. Every evaluation of the smelter's progress is at least 90% of the work plan. If it does not reach the target, the export permit will be revoked.
Based on Daiby Investor's record, the progress of the Freeport smelter only reached 2.43% in February 2018 yesterday. The progress was in the form of hoarding 200 hectares of smelter land. The activity requires an investment of up to US $ 100 million.
Based on the work plan until August 2017, the additional progress is 2.75%. Thus the total progress of the smelter construction reaches 5.18%. The development work plan for 2018 includes the stability of foundation land, preparing a feasibility study, and planning an Environmental Impact Analysis document (Amdal).
It is estimated that the funds spent during this year amounted to US $ 110 million. In 2019, construction will enter the construction phase. The location of the Freeport smelter is located in the Gresik industrial area, East Java, namely the Java Integrated Industrial and Port Estate (JIIPE).
Freeport actually started building a smelter since 2014. The construction of the smelter is in line with government policies that only allow processed minerals to be exported. The location of the smelter at that time rented land owned by PT Petrokimia Gresik. But in 2017 yesterday the location moved to JIIPE.
The selection of smelter locations in JIIPE is based on a number of considerations. Besides the area, the smelter's location is close to the port. Thus facilitating the shipment process of the purified copper concentrate. Availability of energy supplies guaranteed by industrial estates through JIIPE.
Meanwhile, the smelter capacity is still 2 million tons of concentrate. The copper concentrate export volume permitted by the Ministry of Energy and Mineral Resources from February 16, 2018 -15 February 2019 reached 1.2 million wet metric tons.

Freeport Ajukan Perpanjangan lzin Ekspor Konsentrat
PT Freeport Indonesia mengajukan perpanjangan rekomendasi izin ekspor konsentrat tembaga ke Kementerian Energi dan Sumber Daya Mineral (ESDM). Pasalnya rekomendasi yang berlaku selama satu tahun itu akan berakhir pada 15 Februari nanti. Pengajuan perpanjangan dikirimkan paling lambat 30 hari sebelum masa berlaku habis.
Juru bieara Freeport Indonesia Riza Pratama mengatakan, permohonan sudah dikirimkan ke Kementerian ESDM. Namun dia belum bisa mengungkapkan kemajuan pembangunan smelter di Gresik, Jawa Timur. Begitu pula dengan volume ekspor konsentrat tembaga yang diajukan.
“Sudah kami ajukan perpanjangan,” kata Riza di Jakarta, (8/1).
Kemajuan pembangunan smelter merupakan salah satu syarat utama mendapatkan perpanjangan rekomendasi ekspor. Evaluasi kemajuan smelter dilakukan Kementerian ESDM setiap enam bulan sekali terhitung sejak diterbitkannya rekomendasi ekspor. Setiap evaluasi itu progres smelter minimal 90% dari rencana kerja. Bila tidak mencapai target tersebut maka izin ekspor akan dicabut.
Berdasarkan catatan Investor Daiby, kemajuan smelter Freeport hanya mencapai 2,43% pada Februari 2018 kemarin. Progresnya berupa penimbunan lahan smelter seluas 200 hektar. Adapun kegiatan tersebut membutuhkan investasi hingga US$ 100 juta, Berdasarkan rencana kerja hingga Agustus 2017 lalu progres tambahan sebesar 2,75%. Dengan begitu total kemajuan pembangunan smelter mencapai 5,18%. Rencana kerja pembangunan pada tahun 2018 antara lain berupa stabilitas lahan pondasi, menyusun studi kelayakan, dan perencanaan dokumen Analisis Dampak Lingkungan
(Amdal).
Diperkirakan dana yang dikeluarkan selama satu tahun ini sebesar US$ 110 juta. Pada tahun 2019 ini, pembangunan akan memasuki tahap konstruksi. Adapun lokasi pembangunan smelter Freeport berada di kawasan industri Gresik, Jawa Timur yakni Java Integrated lndustrial and Port Estate (JIIPE).
Freeport sebenarnya mulai membangun smelter sejak 2014 silam. Pembangunan smelter itu seiring dengan kebijakan pemerintah yang hanya mengizinkan mineral hasil olahan untuk diekspor. Lokasi smelter kala itu menyewa lahan milik PT Petrokimia Gresik. Namun pada 2017 kemarin lokasi berpindah ke JIIPE.
Pemilihan lokasi smelter di JIIPE berdasarkan sejumlah pertimbangan. Selain luas wilayah, lokasi smelter dekat dengan pelabuhan. Dengan begitu memudahkan proses pengapalan hasil pemurnian konsentrat tembaga. Ketersediaan suplai energi yang dijamin oleh kawasan industri melalui JIIPE.
Sementara untuk kapasitas smelternya sama tetap 2 juta ton konsentrat. Volume ekspor konsentrat tembaga yang diizinkan Kementerian ESDM sejak 16 Februari 2018 -15 Februari 2019 mencapai 1,2 juta wet metric ton.
