Freeport Smelter is postponed for almost 2 years

The plan to build a PT Freeport Indonesia smelter will be adjusted as it falls due to completion. The refining facility has been delayed for almost two years, from January 2022 to the end of 2023.
Yunus Saefulhak, Director of Mineral Business Development at the Ministry of Energy and Mineral Resources, said that the progress of the Freeport Indonesia smelter development was still evaluated by an independent verifier team. Meanwhile, the development of the smelter project of a mining company from the United States is estimated to not be significant.
"I will get the results from the inspection team. Later on January 21 [2019] there is a kind of revision [of the planned development of the smelter] "he said during a hearing at the ESDM Ministry and Commission VII.
He explained that before Freeport obtained a special mining business permit (IUPK) on December 21, 2018, plans for the construction of a smelter were made in times of uncertainty over the continuation of operations. This changed after Freeport Indonesia obtained a special mining business permit (IUPK).
"Psychologically, if you want to build a smelter, while IUPK and others are still uncertain, do you want to [build a smelter]? Now I'm sure. "
Initially, PTFI had to build a smelter no later than 5 years after Government Regulation No. 1/2017 concerning the Implementation of Mineral and Coal Mining Business Activities issued in January 2017. The period is in accordance with the maturity of mineral exports that have not yet been purified or concentrated.

However, Freeport and the government agreed that the construction period of the smelter was calculated to be 5 years since the IUPK for Freeport Indonesia was signed on December 21, 2018. That is, there was an additional time of almost 2 years from the initial plan.
Related to verification of development The smelter, Yunus said, Freeport Indonesia has not applied for an extension of copper concentrate exports which will expire on February 15, 2019. However, the proposed volume is estimated to shrink from the range of 1.2 million tons to the range of 200,000 tons per year.
PT SMELTER - GRESIK
This is because Freeport Indonesia's copper concentrate production is estimated to only be around 1.2 million tons in 2019, far from last year's realization of around 2.1 million tons. The production of 1 million tons of smelter will be supplied to PT Smelting in Gresik, East Java, so that the remaining 200,000 tons will be exported.
Previously, President Director of Amman Mineral Nusa Tenggara, Rachmat Makkasau, admitted that there were discussions with Freeport Indonesia regarding the planned construction of a joint smelter. It also prepared two options for building a smelter.
Meanwhile, Managing Director of PT Inalum (Persero) Budi Gunadi Sadikin said that his party was discussing with the Mimika Regency Government and the Papua Provincial Government regarding the establishment of the Papua BUMD as a joint venture to receive dividends which were accommodated in advance by PT Indonesia Papua Metal and Mineral.

Smelter Freeport Diundur Hampir 2 Tahun
Rencana pembangunan smelter PT Freeport Indonesia bakal mengalami penyesuaian seiring dengan jatuh tempa penyelesaian Fasilitas pemurnian itu yang mundur hampir 2 tahun, yaitu dari Januari 2022 menjadi akhir 2023.
Direktur Pembinaan Pengusahaan Mineral Kementerian Energi dan Sumber Mineral Yunus Saefulhak mengatakan bahwa progres pembangunan smelter Freeport Indonesia masih dievaluasi oleh tim verifikator independen. Adapun, perkembangan proyek smelter perusahaan tambang asal Amerika Serikat itu diperkirakan masili belum signifikan.
“Hasilnya akan saya dapat dari tim pemeriksa. Nanti pada 21 Januari [2019] ada semacam revisi [rencana progres pembangunan smelter]" ujarnya saat
rapat dengar pendapat Kementerian ESDM dan Komisi VII.
Dia menjelaskan bahwa sebelum Freeport mendapatkan izin usaha pertambangan khusus (IUPK) pada 21 Desember 2018, rencana pembangunan smelter dibuat di saat ketidakpastian kelanjutan opepasi. Hal tersebut berubah setelah Freeport Indonesia mendapatkan izin usaha pertambangan khusus (IUPK).
“Secara psikologis kalau mau membangun smelter, sedangkan IUPK dan lain-lain masih belum pasti apakah mau [membangun smelter]? Kalau sekarang sudah yakin.”
Awalnya, PTFI harus membangun smelter paling lambat 5 tahun setelah Peraturan Pemerintah No. 1 /2017 tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral dan Batubara terbit pada Januari 2017. Jangka waktu tersebut sesuai dengan jatuh tempo ekspor mineral yang belum dimurnikan atau konsentrat.
IUPK DITANDATANGANI
Namun, Freeport dan pemerintah kemudian sepakat jangka waktu pembangunan smelter dihitung 5 tahun sejak IUPK untuk Freeport Indonesia diteken pada 21 Desember 2018. Artinya, ada tambahan waktu selama hampir 2 tahun dari rencana awal.
Terkait dengan verifikasi pembangunan smelter tersebut, Yunus menuturkan, pihak Freeport Indonesia belum mengajukan permohonan perpanjangan ekspor konsentrat tembaga yang akan habis pada 15 Februari 2019. Namun, volume yang diajukan diperkirakan menyusut dari kisaran 1,2 juta ton ke kisaran 200.000 ton per tahun.
Pasalnya, produksi konsentrat tembaga Freeport Indonesia diperkirakan hanya sekitar 1,2 juta ton pada 2019, jauh dari realisasi tahun lalu sekitar 2,1 juta ton. Produksi smelter sebanyak 1 juta ton akan dipasok ke PT Smelting di Gresik, Jawa Timur, sehingga tersisa sekitar 200.000 ton untuk diekspor.
Sebelumnya, Presiden Direktur Amman Mineral Nusa Tenggara Rachmat Makkasau mengakui bahwa ada diskusi dengan pihak Freeport Indonesia terkait dengan rencana pembangunan smelter bersama. Pihaknya pun menyiapkan dua opsi pembangunan smelter.
Sementara itu, Direktur Utama PT Inalum (Persero) Budi Gunadi Sadikin mengatakan, pihaknya sedang berdiskusi dengan pihak Pemerintah kabupaten Mimika dan Pemprov Papua terkait dengan pembentukan BUMD Papua sebagai perusahaan patungan (joint venture/JV) untuk menerima dividen yang ditampung terlebih dahulu oleh PT Indonesia Papua Metal and Mineral.
