Freeport and Amman Export Quota Decreases

The reduced export quota of both companies has an impact on the receipt of export duties
The export quota of PT Freeport Indonesia and PT Amman Mineral Nusa Tenggara this year has been declining compared to last year. Inevitably, the receipt of export duties from the two companies this year will shrink.
The Ministry of Energy and Mineral Resources (ESDM) and the Ministry of Trade have issued an export approval letter (SPE) for Freeport Indonesia and Amman Mineral since March 8, 2019 ago. As a result, this year's Freeport Indonesia copper concentrate export quota was 198,282 wet metric tons (wmt).
In fact, in the past four years Freeport Indonesia's copper concentrate export quota has always been more than 1 million wet per year. At the time of the previous period was February 15, 2018-15 February 2019 for example, the export quota was 1.25 million wmt.
Freeport Indonesia's export quota has shrunk due to internal reasons. The company is now controlled by PT Indonesia Asahan Aluminum aka the lnalum, during the transition from open mining to underground. The transition period takes around two years. During that time, Freeport Indonesia's production volume will drop by 50%.
"Because underground mining production is not optimal and open-pit mining production will end this year," said Riza Pratama, PT Freeport Indonesia's Corporate Communication Vice President.
As for the transition period Freeport Indonesia will be more peddling the results of excavations into the country. They sell it to PT Smelting in Gresik, East Java Indonesia.
According to the Ministry of Energy and Mineral Resources, Freeport Indonesia's concentrate production of around 1.3 million Wmt this year and 1.1 million tons will be supplied to PT Smelting. Last year, they produced 2.1 million tons of copper concentrate.

Meanwhile, Amman Mineral received an export quota of 336,100 Wmt of copper concentrate. This volume fell 25.45% rather than quota Last year's exports reached 450,826 wmt. In line with Freeport Indonesia, the decline in export quotas is the impact of mining operations. The Batu Hijau mine is in phase 7.
Activities in this phase include stripping of soil and rocks in the mine area and processing ore from stockpiles, prepared from previous phases. Therefore, there are some adjustments to the plan in the Amman Mineral mine operations.
"Although it will reduce the temporary production level, the future mining process is believed to be more efficient," said Rachmat Makassau, President Director of PT Amman Mineral Nusa Tenggara.
Customs Receipts Dropped
Deni Surjantoro, Head of the Customs and Excise Sub-Directorate of Communication and Publication, said that the export of copper concentrate has dominated the export duty receipt.
Freeport Indonesia and Amman Mineral contributed Rp. 4.85 trillion, equivalent to 73.3% of the value of customs receipts issued last year. As for the January-February 2019 period, the volume of exports of Freeport Indonesia and Amman Mineral copper concentrates is significant.
As a result, the export duty of copper declined 58.8% year on year (yoy). Although, the receipt of copper export duties still dominates up to 83.5% of total export duty receipts. Just for information, the total target for this year's export duty is IDR 4.42 trillion.
Realization of export duty exits until February 2019 reached Rp. 0.63 trillion or 14.25% of the target in the 2019 state budget. Even though Freeport Indonesia's copper export volume and Amman Mineral fell, the government was not too worried.
"There are a number of export commodities subject to export duties experiencing growth such as palm oil, nickel and bauxite products, cocoa beans, and wood and leather," Den said.
Director of ESDM Ministry of Mineral and Coal Revenue Jonson Pakpahan admitted that he had not calculated the impact of the decline in production and export of Freeport Indonesia and Amman Mineral on non-tax state revenues (PNBP). What is certain is that until March 22, 2019, PNBP of minerals and coal was recorded at Rp. 9.89 trillion or 22.86% of this year's PNBP target of Rp. 43.26 trillion.
Last year, PNBP from the mineral and coal sub sector reached Rp 50 trillion. Freeport Indonesia is the biggest contributor up to Rp 4.2 trillion. Amman Mineral accounts for Rp. 876.49 billion.

Kuota Ekspor Freeport dan Amman Mengecil
Mengecilnya kuota ekspor kedua perusahaan berdampak Kepada penerimaan bea keluar.
Kuota ekspor PT Freeport Indonesia dan PT Amman Mineral Nusa Tenggara tahun ini kompak menurun ketimbang tahun lalu. Tidak bisa dihindari, penerimaan bea keluar dari kedua perusahaan tersebut sepanjang tahun ini akan mengecil.
Kementerian Energi dan Sumber Daya Mineral (ESDM) dan Kementerian Perdagangan sudah mengeluarkan Surat Persetujuan Ekspor (SPE) bagi Freeport Indonesia maupun Amman Mineral sejak 8 Maret 2019 lalu. Hasilnya, kuota ekspor konsentrat tembaga Freeport Indonesia tahun ini sebanyak 198.282 wet metric ton (wmt).
Padahal, dalam empat tahun belakangan kuota ekspor konsentrat tembaga Freeport Indonesia selalu lebih dari 1 juta wet per tahun. Pada periode sebelumnya yakni 15 Februari 2018-15 Februari 2019 misalnya, kuota ekspornya 1,25 juta wmt.
Adapun kuota ekspor Freeport Indonesia menciut karena alasan internal. Perusahaan yang kini dikuasai oleh PT Indonesia Asahan Aluminium alias lnalum tersebut, dalam masa transisi dari penambangan terbuka menjadi bawah tanah. Masa transisi membutuhkan waktu sekitar dua tahun. Selama masa itu, volume produksi Freeport Indonesia bakal turun hingga 50%.
"Karena produksi tambang bawah tanah belum optimal dan produksi tambang terbuka akan berakhir tahun ini," ujar Riza Pratama, Vice President Corporate Communication PT Freeport Indonesia.
Adapun selama masa transisi Freeport Indonesia akan lebih banyak menjajakan hasil galian ke dalam negeri. Mereka menjualnya ke PT Smelting di Gresik, Jawa Timur Indonesia. Menurut data Kementerian ESDM, tahun ini produksi konsentrat Freeport Indonesia sekitar 1,3 juta Wmt dan 1,1 juta ton diantaranya akan dipasok ke PT Smelting. Kalau tahun lalu, mereka memproduksi 2,1 juta ton konsentrat tembaga.
Sementara itu, Amman Mineral mendapatkan kuota ekspor 336.100 Wmt konsentrat tembaga. Volume tersebut turun 25,45% ketimbang kuota ekspor tahun lalu yang mencapai 450.826 wmt. Senada dengan Freeport Indonesia, penurunan kuota ekspor adalah imbas dari operasional tambang. Tambang Batu Hijau seadng berada dalam fase 7.
Kegiatan dalam fase tersebut antara lain meliputi pengupasan tanah dan batuan di area tambang dan pengolahan batuan bijih dari timbunan cadangan alias stockpile yang disiapkan dari fase-fase terdahulu. Makanya, ada beberapa penyesuaian rencana dalam operasional tambang Amman Mineral.
"Kendati akan menurunkan tingkat produksi sementara, proses penambangan ke depan diyakini akan lebih efisien," tutur Rachmat Makassau, Presiden Direktur PT Amman Mineral Nusa Tenggara.
Penerimaan Bea turun
Deni Surjantoro, Kepala Sub-Direktorat Komunikasi dan Publikasi Bea dan Cukai mengatakan, selama ini ekspor konsentrat tembaga mendominasi penerimaan bea keluar.
Freeport Indonesia dan Amman Mineral berkontribusi sebesar Rp 4,85 triliun atau setara dengan 73,3% terhadap nilai penerimaan bea keluar tahun lalu. Adapun para periode Januari-Februari 2019, realisasi volume ekspor konsentrat tembaga Freeport Indonesia dan Amman Mineral signifikan.
Alhasil, penerimaan bea keluar tembaga menurun 58,8% year on year (yoy). Meskipun, penerimaan bea keluar tembaga itu masih mendominasi hingga 83,5% terhadap total penerimaan bea keluar. Informasi saja, total target penerimaan bea keluar tahun ini sebesar Rp 4,42 triliun.
Realisasi penerimaan bea keluar sampai Februari 2019 mencapai Rp 0,63 triliun atau 14,25% dari target dalam APBN tahun 2019. Biarpun volume ekspor tembaga Freeport Indonesia dan Amman Mineral turun, pemerintah tidak terlalu khaWatir.
“Terdapat beberapa komoditas ekspor terkena bea keluar yang mengalami pertumbuhan seperti produk kelapa sawit, nikel dan bauksit, biji kakao, serta kayu dan kulit," kata Den.
Direktur Penerimaan Mineral dan batubara Kementerian ESDM Jonson Pakpahan mengaku belum menghitung dampak penurunan produksi dan ekspor Freeport Indonesia dan Amman Mineral terhadap penerimaan negara bukan pajak (PNBP).
Yang pasti hingga 22 Maret 2019, PNBP mineral dan batubara tercatat sebesar Rp 9,89 triliun atau 22,86% dari target PNBP tahun ini yang sebesar Rp 43,26 triliun.
Tahun lalu, PNBP dari sub sektor mineral dan batubara (minerba) mencapai Rp 50 triliun. Freeport Indonesia menjadi kontributor terbesar hingga Rp 4,2 triliun. Kalau Amman Mineral menyumbang Rp 876,49 miliar.
