Freeport Smelter Construction Begins 2020

PT Freeport Indonesia ensured that the construction of a copper concentrate smelter in Gresik East Java could begin in early 2020. Freeport Indonesia's President Director Tony Wenas said that the preparation of the land was being processed in the Gresik, East Java, Integrated Java and Port Estate (JIIPE) area. The land preparation process includes compaction of the soil by removing water in it.

"It will take place in parallel and maybe within 6 months some of the core land, which is about 35 hectares [ha], is ready and we will start piling [waiting] while waiting for the remaining land in stages," he said recently.

Until now, the construction of the Freeport smelter still reaches 3.86% because construction has not begun. However, this percentage is still according to plan. Regarding the investment value of the smelter construction which reached US $ 2.8 billion, Tony said that his party was in the discussion stage for financing. Some of the smelter development funds will be taken from the company's internal cash.

"Many banks are already interested both at home and abroad," he said.

Meanwhile, Freeport Indonesia spokesman Riza Pratama said that despite the low percentage of smelter development, he was optimistic the smelter would be completed on time. After the smelter project enters the construction phase, the progress of the smelter construction will increase significantly.

"We have time [the construction of the smelter] until the beginning of 2023 and the government also knows that we already have a clear timeline," he said.

Previously, Freeport-McMoRan Inc.'s Executive Vice President & Chief Financial Officer Kathleen L. Quirk said that the work on the smelter project was still limited to the completion of front end engineering design (FEED). Therefore, the investment value that has been issued by Freeport is estimated to still be below US $ 100 million this year.

Although it is necessary to wait for detailed design results to determine the exact future investment requirements, Freeport-McMoRan estimates that funding for the smelter project in 2020 will surge.

"We don't have specific figures before the detailed design is complete, but we estimate in the range of US $ 500 million next year [2020] he said at a remote conference on the performance of quarter I / 2019, at the end of April 2019.

CANDIDATE PARTNER

In addition, Freeport Indonesia stated that it was open to those who wished to become partners in the construction of smelters with an investment of US $ 2.8 billion in Gresik, East Java.

      Riza Pratama said that ideally the smelter was built together with partners. With or without these partners, it is confirmed that it will continue to build smelters with a capacity of 2 million tons of copper concentrate per year.

"It's best to make the smelter with partners, but if there is a partner or not, we still have to get up."

On the first smelter operated by PT Smelting, Freeport Indonesia has a 25% stake and partnered with the Mitsubishi consortium. He said that the partnership with Freeport Indonesia in building a smelter would be an advantage for industrial companies. 

     Because the operation will be more efficient because the supply of copper concentrate will be guaranteed. According to Riza, currently there are more copper smelters in the world compared to the amount of raw material supply.

"Our production is around 3 million tons of copper concentrate per year. "Production of 1 million [tons] goes into Smelting, and the rest is full of the new smelter," he said.

PT Freeport Indonesia will adjust the time for submitting applications for additional copper quota exports with market demand and shipping schedules. Freeport Indonesia spokesman Riza Pratama said that it intends to propose additional copper export quota additions. 

     This is because there are still concentrates left in the stockpile of last year's production. However, the time for submission and additional quota has not yet been determined.

"We still have stockpiles that can be used. Again we prepare [submission], but it depends on the shipping schedule too, "he said.

The export quota obtained by Freeport in February was only 198,282 tons of concentrate. This amount is far lower than the previous year's quota which reached 1.25 million tons of concentrate. Previously, Freeport-McMoRan Inc.'s Executive Vice President & Chief Financial Officer Kathleen L. Quirk said the decline in production had been expected.

However, his party believes that production for export rations can be higher than the quota given. He said that the additional quota to be submitted was indeed not too significant. However, it wants to get certainty of space for exports because there is a possibility that production from open pit can be higher and projected.

"I think about 40,000 tons of concentrate. This is indeed not significant when compared to the capacity of the smelter he said.

Freeport Indonesia's production this year will indeed drop significantly along with the completion of mining at the Grasberg open pit and move completely to underground mining. Freeport Indonesia estimates that ore production this year will be around 100,000 tons per day, down compared to normal conditions in the range of 180,000 tons per day.

Until quarter I / 2019, Freeport Indonesia's ore production is still at the level of 150,500 tons per day. However, the average will drop after the open-pit mine stops producing in the middle of this year. 

     Based on projections from Freeport-McMoRan inc., Ore production this year will be at the level of 114,000 tons per day. The low production will continue until 2020 with 100,000 tons of ore per day and only begin to rise in 2021.

Konstruksi Smelter Freeport Dimulai 2020

PT Freeport Indonesia memastikan bahwa konstruksi smelter konsentrat tembaga di Gresik Jawa Timur bisa dimulai pada awal 2020. Presiden Direktur Freeport Indonesia Tony Wenas mengatakan bahwa persiapan Iahan sedang diproses di kawasan Java Integrated Industrial and Port Estate (JIIPE) Gresik, Jawa Timur. Proses persiapan Iahan mencakup pemadatan tanah dengan mengeluarkan air yang ada di dalamnya.

"Akan berlangsung paralel dan mungkin dalam waktu 6 bulan sebagian Iahan inti yang sekitar 35 hektare [ha] itu sudah siap dan mulai akan kami lakukan piling [pemancangan] sambil menunggu Iahan-lahan sisanya secara bertahap," katanya, baru-baru ini.

Sampai saat ini, prores pembangunan smelter Freeport masih mencapai 3,86% karena belum mulai konstruksi. Namun, persentase tersebut masih sesuai rencana. Terkait dengan nilai investasi pembangunan smelter yang mencapai US$ 2,8 miliar, Tony menuturkan bahwa pihaknya sedang tahap pembahasan untuk pembiyaan. Sebagian dana pembangunan smelter itu akan diambil dari kas internal perseroan. 

“Banyak bank yang sudah berminat baik dalam dan luar negeri,” ujarnya.

Sementara itu, juru bicara Freeport Indonesia Riza Pratama mengatakan kendati dari persentase pembangunan smelter masih rendah, pihaknya optimistis smelter tersebut akan selesai tepat waktu. Setelah proyek smelter itu memasuki tahap konstruksi, progres pembangunan smelter akan meningkat signifikan.

“Kami punya waktu [pembangunan smelter] sampai awal 2023 dan pemerintah juga tahu kami sudah punya timeline [susunan waktu] yang jelas," tuturnya.

Sebelumnya, Executive Vice President & Chief Financial Officer Freeport-McMoRan Inc. Kathleen L. Quirk mengatakan bahwa pengerjaan proyek smelter masih terbatas pada penyelesaian desain teknis dan rekayasa awal (front end engineering design/FEED). Oleh karena itu, nilai investasi yang telah dikeluarkan Freeport diperkirakan masih di bawah US$ 100 juta pada tahun ini.

Meskipun perlu menunggu hasil desain rinci untuk mengetahui kebutuhan investasi selanjutnya secara pasti, Freeport-McMoRan memperkirakan bahwa pengeluaran dana untuk proyek smelter pada 2020 bakal melonjak.

“Kami belum punya angka spesifik sebelum desain rinci selesai, tetapi kami mengestimasikan di kisaran US$ 500 juta pada tahun depan [2020]  katanya dalam konferensi jarak jauh tentang kinerja kuartal I/2019, pada akhir April 2019.

CALON MITRA

Selain itu, Freeport Indonesia menyatakan terbuka bagi pihak yang ingin menjadi mitra dalam pembangunan smelter dengan nilai investasi US$ 2,8 miliar di Gresik, Jawa Timur. 

     Riza Pratama mengatakan bahwa idealnya smelter tersebut dibangun bersama dengan mitra. Dengan atau tanpa mitra tersebut, pihaknya dipastikan tetap membangun smelter dengan kapasitas 2 juta ton konsentrat tembaga per tahun.

“Paling enak bikin smelter itu bareng mitra, tetapi mau ada mitra atau enggak tetap harus bangun."

Pada smelter pertama yang dioperasikan oleh PT Smelting, Freeport Indonesia memiliki 25 % saham dan bermitra dengan konsorsium Mitsubishi. Dia mengatakan bahwa bemmitra dengan Freeport Indonesia dalam membangun smelter akan menjadi keuntungan bagi perusahaan industri. 

      Pasalnya, operasinya akan lebih efisien karena pasokan konsentrat tembaga akan terjamin. Menurut Riza, saat ini lebih banyak smelter tembaga di dunia dibandingkan dengan jumlah pasokan bahan bakunya. 

“Produksi kita kan sekitar 3 juta ton konsentrat tembaga per tahun. [Produksi] yang 1 juta [ton] masuk ke Smelting lalu sisanya ini yang full masuk ke smelter

baru,” ujarnya.

PT Freeport Indonesia akan menyesuaikan waktu pengajuan permohonan tambahan kuota ekspor konsentrat tembaga dengan permintaan pasar dan jadwal pengapalan. Juru bicara Freeport Indonesia Riza Pratama mengatakan bahwa pihaknya memang berniat untuk mengajukan tambahan kuota ekspor konsentrat tembaga. 

     Hal tersebut dikarenakan masih ada konsentrat yang tersisa di gudang penyimpanan (stockpile) dari hasil produksi tahun lalu. Namun, waktu pengajuan dan tambahan kuota masih belum ditentukan. 

“Kami memang masih ada stockpile yang bisa digtmakan. Lagi kami siapkan [pengajuan], tetapi tergantung jadwal pengapalan juga,” katanya.

Kuota ekspor yang diperoleh Freeport pada Februari hanya 198.282 ton konsentrat. Jumlah tersebut jauh lebih rendah dari kuota tahun sebelumnya yang mencapai 1,25 juta ton konsentrat. Sebelumnya, Executive Vice President & Chief Financial Officer Freeport-McMoRan Inc. Kathleen L. Quirk mengatakan penurunan produksi tersebut memang sudah diperkirakan sebelumya. 

Namun, pihaknya meyakini produksi untuk jatah ekspor bisa lebih tinggi dari kuota yang diberikan. Dia mengatakan bahwa tambahan kuota yang akan diajukan memang tidak terlalu signifikan. Namun, ,pihaknya ingin mendapat kepastian ruang untuk ekspor karena ada kemungkinan produksi dari tambang terbuka bisa lebih tinggi dan proyeksi.

“Saya rasa sekitar 40.000 ton konsentrat. Ini memang tidak signifikan bila dibandingkan dengan kapasitas smelter tuturnya.

Produksi Freeport Indonesia pada tahun ini memang akan turun signifikan seiring dengan selesainya penambangan di tambang terbuka Grasberg dan beralih sepenuhnya ke tambang bawah tanah. Pihak Freeport Indonesia memperkirakan produksi bijih pada tahun ini aka berada kisaran 100.000 ton per hari saja, turun dibandingkan dengan kondisi normal di kisaran 180.000 ton per hari.

Hingga kuartal I/2019, produksi bijih Freeport Indonesia masih berada di level 150.500 ton per hari. Namun, rata-rata tersebut akan turun setelah tambang terbuka berhenti berproduksi pada pertengahan tahun ini. 

      Berdasarkan proyeksi dari Freeport-McMoRan inc., produksi bijih pada tahun ini akan berada pada level 114.000 ton per hari. Rendahnya produksi tersebut akan berlanjut hingga 2020 dengan 100.000 ton bijih per hari dan baru mulai naik pada 2021.
