Jonan: The Transition Period in Freeport Is Properly Running



PT Freeport Indonesia's main challenge in the transition period is to ensure that all operational activities are carried out well, without obstacles, productive, safeguarding the environment, maintaining discipline, and avoiding workplace accidents. Until now, the transition process has been going well and therefore must be maintained and improved.



"Mining operations, especially mining underground, are very complicated. Therefore, the toughest challenge is to maintain the discipline that has been implemented, "said ESDM Minister Ignasius Jonan while reviewing PT Freeport Indonesia's copper and gold mining activities in Grasberg, Mimika, Papua.



Jonan instructs zero tolerance for all disciplinary violations that cause workplace accidents.

"I see, Freeport workers, who are predominantly Indonesian, have carried out operational activities well and this is what they must maintain.

Accompanied by Managing Director of PT Inalum Budi Sadikin, Managing Director of PT Freeport Indonesia (FI) Tony Wenas, Head of SKK Migas Dwi Soetjipto, ESDM Secretary General Ego Syahrial, Director General of Electricity Rida Mulyana, Director General Minerba Gatot Ariyono, and Geology Chief Rudy Suhendar, Jonan reviewed the Grasberg open pit and underground mining. The entourage entered the underground mining tunnel, saw the mining process and the means of worship of the employees in the tunnel, as deep as 1,200 meters from the top of the mountain or 3,000 meters above sea level.



Built in 2004, the length of the underground tunnel to facilitate underground mining has reached 660 km. The entrance and exit of the underground tunnel are named Pintu Ali Budiardjo. Ali is PT FI's first president director. Whereas mosque worship facilities and churches were built in 2010. Underground mining mining has produced. This year, ore production is around 40 million tons and from that amount open pit mining only contributes 14 million tons.

"This year, open pit mining runs out and subsequently, Freeport's production only relies on underground mining," Tony Wenas said.



In accordance with the agreement, PT FI's operational activities are still led by Freeport McMoran. Meanwhile, finance and HR are led by Indonesia. All activities take place smoothly. Operational field workers are Indonesian. Jonan hopes that they will learn discipline and high accountability which have been very well guarded by foreign professionals.

PT FI's workforce is currently 30,542 people. Of that amount, 7,096 are organic workers or direct workers. While the rest are contract workers. Of the number of direct workers, 2890 indigenous Papuans, 4,061 Papuans, and 145 foreign workers. The indigenous Papuans who reached the vice president were nine and the manager level was 50 people.

More impact

After the Indonesian government controlled 51% of PT FI's shares, said Jonan, the presence of this company must be felt more by Papuans, starting from villages in Mimika Regency. PT FI needs to build schools and hospitals in each village. With a long enough operating period, according to the Minister, PT Fl should have built at least 50 schools and 50 hospitals. Going forward, the PF FI considers the establishment of educational and health foundations so that there will be acceleration in development in these two fields.

"There are three important fields to accelerate the development of Papua, namely health, education and infrastructure," said Jonan.

Infrastructure is being built by the government. Education and health require the participation of the business world such as PT FI. During 1992 to 2018, PT FI had spent funds for community development worth US $ 1.66 billion or around Rp. 24 trillion. Even though the community development fund has been as large as this, the results have not been felt by the local community. This can be seen in various public criticisms.

So far, the funds for community development have been channeled through the Amungme and Kamoro Community Development Institute (LPMAK). One of the prominent activities was the nine-year Midshipman School in Timika. LPMAK's role in channeling community development funds needs to be evaluated so that its role has more impact on the community.

Jonan appealed to PT FI management to be more aggressive in handling social development. Every fund spent on the community must reach the community. Community responses need to be taken into account so that assistance meets their needs. The day before, Thursday (2/5/2019), while visiting the Taruna School in Timika, Jonan urged PT FI to raise community development funds from 1% to 2%.



In 2018, PT FI allocated community development funds of US $ 100 million. US $ 60 million is channeled through LPMAK, while US $ 40 million is channeled directly by the company. Since the end of 2018, 51% of PT FI's shares are owned by the Indonesian government. 26.24% through PT Lnalum and 25% through PT Indonesia Papua Metal and Mineral (IPMM). This company is owned by the Mimika Regency Government and the Papua Provincial Government.

Jonan: Masa Transisi di Freeport Berlangsung dengan Baik


Tantangan utama PT Freeport Indonesia di masa transisi adalah memastikan semua kegiatan operasional berlangsung dengan baik, tanpa hambatan, produktif, menjaga lingkungan, mempertahankan disiplin, dan menghindari kecelakaan kerja. Hingga saat ini, proses transisi berlangsung dengan baik dan karena itu harus terus dipertahankan dan diperbaiki.

“Kegiatan operasional tambang, apalagi penambangan di bawah tanah, sangat rumit. Oleh karena itu, tantangan terberat adalah mempertahankan disiplin yang sudah terlaksana,” ujar Menteri ESDM Ignasius Jonan saat meninjau kegiatan penambangan tembaga dan emas PT Freeport Indonesia di Grasberg, Mimika, Papua.

Jonan menginstruksikan zero tolerance terhadap semua pelanggaran disiplin yang menimbulkan kecelakaan kerja. 

“Saya lihat, para pekerja Freeport, yang mayoritas orang Indonesia, sudah melaksanakan kegiatan operasional dengan baik dan ini yang harus dipertahankan ungkapnya.

Didampingi Dirut PT Inalum Budi Sadikin, Dirut PT Freeport Indonesia (FI) Tony Wenas, Kepala SKK Migas Dwi Soetjipto, Sekjen ESDM Ego Syahrial, Dirjen Listrik Rida Mulyana, Dirjen Minerba Gatot Ariyono, dan Kepala Geologi Rudy Suhendar, Jonan meninjau open pit Grasberg dan underground mining. Rombongan masuk ke dalam terowongan underground mining, melihat proses penambangan dan sarana ibadah para karyawan di dalam terowongan, sedalam 1.200 meter dari puncak gunung atau 3.000 meter dari permukaan laut.

Mulai dibangun tahun 2004, panjang terowongan bawah tanah untuk mempermudah underground mining sudah mencapai 660 km. Pintu masuk dan pintu keluar terowongan bawah tanah diberi nama Pintu Ali Budiardjo. Ali adalah dirut pertama PT FI. Sedangkan fasilitas ibadah masjid dan gereja dibangun 2010. Penambangan underground mining sudah menghasilkan. Tahun ini, produksi ore sekitar 40 juta ton dan dari jumlah itu penambangan open pit hanya mengontribusi 14 juta ton. 

“Tahun ini, penambangan open pit habis dan selanjutnya, produksi Freeport hanya mengandalkan underground mining,” kata Tony Wenas.

Sesuai kesepakatan, kegiatan operasional PT FI masih dipimpin pihak Freeport McMoran. Sedang bidang keuangan dan SDM dipimpin Indonesia. Semua kegiatan berlangsung dengan lancar. Tenaga lapangan kegiatan operasional adalah orang Indonesia. Jonan berharap mereka belajar disiplin dan
akuntabilitas tinggi yang selama ini dijaga dengan sangat baik oleh profesional asing.

Tenaga kerja PT FI saat ini 30.542 orang. Dari jumlah itu, 7.096 adalah pekerja organik atau pekerja langsung. Sedangkan sisanya adalah pekerja kontrak. Dari jumlah pekerja langsung itu, penduduk asli Papua 2890, 4.061 bukan penduduk Papua, dan tenaga kerja asing 145. Penduduk asli Papua
yang mencapai vice president sembilan orang dan selevel manajer 50 orang.

Lebih Berdampak

Setelah pemerintah Indonesia menguasai 51% saham PT FI, kata Jonan, kehadiran perusahaan ini harus lebih dirasakan oleh masyarakat Papua, mulai dari desa-desa di Kabupaten Mimika. PT FI perlu membangun sekolah dan rumah sakit di setiap desa. Dengan masa operasi yang sudah cukup lama, demikian Menteri, mestinya PT Fl, paling kurang sudah membangun 50 sekolah dan 50 rumah sakit. Ke depan, PF FI mempertimbangkan pendirian yayasan pendidikan dan kesehatan agar ada akselerasi dalam pembangunan di dua bidang ini.

“Ada tiga bidang penting untuk mempercepat pembangunan Papua, yakni kesehatan, pendidikan, dan infrastruktur,” ungkap Jonan. 

Infrastruktur sedang dibangun pemerintah. Pendidikan dan kesehatan membutuhkan peran serta dunia usaha seperti PT FI. Selama tahun 1992 hingga 2018, PT FI sudah mengeluarkan dana untuk pengembangan masyarakat senilai US$ 1,66 miliar atau sekitar Rp 24 triliun. Meski sudah mengeluarkan dana pengembangan masyarakat sebesar ini, hasilnya belum dirasakan masyarakat setempat. Hal itu terlihat pada berbagai kritik masyarakat.

Selama ini, dana untuk community development itu disalurkan melalui Lembaga Pengembangan Masyarakat Amungme dan Kamoro (LPMAK). Salah satu kegiatan yang menonjol adalah Sekolah Taruna sembilan tahun yang di Timika. Peran LPMAK dalam menyalurkan dana community development perlu dievaluasi agar perannya lebih berdampak bagi masyarakat.

Jonan mengimbau manajemen PT FI lebih agresif menangani social development. Setiap dana yang dikeluarkan untuk masyarakat harus sampai ke masyarakat. Respons masyarakat perlu diperhatikan agar bantuan sesuai kebutuhan mereka. Sehari sebelumnya, Kamis (2/ 5/ 2019), saat mengunjungi Sekolah Taruna di Timika, Jonan mengimbau PT FI menaikkan dana community development dari 1% ke 2%. 

Pada tahun 2018, PT FI mengalokasikan dana community development sebesar US$ 100 juta. Sebesar US$ 60 juta disalurkan melaui LPMAK, sementara US$ 40 juta disalurkan langsung oleh perusahaan. Sejak akhir tahun 2018, sebesar 51% lebih saham PT FI dimiliki pemerintah Indonesia. Sebesar 26,24% melalui  PT lnalum dan 25% melalui PT Indonesia Papua Metal dan Mineral (IPMM). Perusahaan ini dimiliki Pemerinath Kabupaten Mimika dan Pemerintah Provinsi Papua.
